Can we still complete corrective actions in deactivated question lists?

We had to create a new question list by copying an existing one in order to change the object type. However, there are still outstanding corrective actions in the previous one. Can these still be processed even if the question list is deactivated? Or does it have to remain active until all corrective actions have been completed?
