It is not possible to include a PDF file as training in iQualify.
If you can convert the PDF to a SCORM package via external software, you can then add the SCORM file under training in iQualify.
You could also solve it by making an image of each page of the PDF document, adding these images under Go to> Material: Media and then adding an iQualify training and including these media images in this training.
