Yes, almost all reports on cases in "Go to -> Reporting" return content to employees without rights to cases. The only exception is the report of the type "List of cases" because it can contain substantive details about reports.
A few further tips:
- You need to set reading rights on the reports themselves
- If you link the reports via an (existing) collection to an existing portal, then those reports will be available anyway via the 'Consult' tile and via a search
- If the relevant users also have access to the "Management info" tile, the report can be found faster. If the users do not have read access to cases, then the dynamic diagrams about cases will not be displayed there to those employees
